Dear momin wilayat e Ali(a.s) is wajib for acceptence of namaz, roza , hajj ect
Yeh shadat or testimonial by tongue is not wajib in azan or namaz but be carefull do not mix condition or azan and namaz at same place as the fatwa differes both place.
In namaz Ayatullah sistani said ehtiyaat e wajib not to recite but for azan said Ash hadu anna Amiral Mu'minina Aliyyan Waliyyullah is not a part of either Adhan or Iqamah. But it is preferable that it is pronounced after Ash hadu anna Muhammadan Rasulul lah with the Niyyat of Qurbat.
Ayatullah sistani never used the word kufr for those who recite in azaan.
Better to speak language of mujtahids while answering on islamic matters.
